Is the vaccinated? Is the dog trained? But I guess even trained dog should be on leash when you walk them to avoid untoward incidents. Even as an anonymous tip. I always do in my association :P --not because I like complaining, but because any bad attention that roaming dog gets, your dogs might get too. Ie, it's better to fine your neighbor for this than have a new insane rule that ALL other village dogs have to follow because of one incident.
